Sonoma County, CA – In a major crackdown on gift card fraud, police have dismantled a large-scale operation targeting CVS drug stores throughout California. Authorities arrested two suspects from Los Angeles County and seized an unprecedented number of compromised gift cards, marking one of the largest fraud busts of its kind in the state.
The Massive Sonoma County Gift Card Fraud Scheme
On August 7, officers from the Santa Rosa Police Department apprehended 29-year-old Yongsheng Zhao of El Monte and 33-year-old Zhipeng Li of Monterey Park, believed to be key figures in an international criminal network orchestrating the gift card draining operation. The scheme involved removing gift cards from CVS retail displays, tampering with activation details, resealing the packaging, and then returning the altered cards to stores.
Unsuspecting customers purchasing these compromised gift cards have their funds drained almost immediately upon activation. Because the cards are often bought as gifts, recipients rarely notice or report the loss, allowing the criminal network to operate undetected for months.

An undercover officer witnessed Zhao manipulating gift cards inside a Santa Rosa CVS store while concealing a stack of cards.
Following their arrest in Glen Ellen, officers conducted a search of the suspects’ vehicle, revealing thousands of gift cards bundled by store locations and incriminating notes outlining the fraud scheme. Days later, a search of a hotel room rented by Zhao and Li in Hayward, Alameda County, uncovered an additional 15,000 gift cards stored in nine boxes.
“This operation spanned several months and impacted hundreds of CVS locations across the state,” said a police spokesperson, highlighting the intricate nature of the scam.

Impact and Law Enforcement Response
The Federal Trade Commission estimates that gift card fraud results in hundreds of millions of dollars in losses nationwide annually, underscoring the significance of this bust.

Bail has been set at $100,000 each. As of the latest update, Li remains in custody while Zhao was released on bail.
