CheapNailsalonsnearmeGabriela Inamagua, the owner of two shell construction companies in Tampa, Florida, faced justice last week for orchestrating a complex $9 million fraud scheme. U.S. District Judge Virginia M. Hernandez Covington sentenced Inamagua to a 12-month and one-day prison term, holding her accountable for her role in defrauding insurance companies and the IRS.

Inamagua’s guilty plea, submitted on October 4, acknowledged her involvement in a conspiracy that exploited the construction industry’s regulatory framework. Her companies misrepresented themselves as legitimate providers of construction services, deploying workers, often undocumented migrants, to various sites.

These workers, under the guise of being company employees, were actually under the direct supervision of contractors. This intricate scheme involved Inamagua receiving payroll checks from contractors, which she used to pay her ’employees’ and cover associated costs. However, the crux of her fraud lay in underreporting her payroll and the number of employees, thereby misleading insurance companies and avoiding substantial tax payments.

Over the relevant period, Inamagua’s companies cashed over $34 million in checks from contractors, far exceeding the reported figures. This discrepancy led to inadequate insurance coverage for actual workers and considerable financial losses for the insurance companies. Inamagua’s activities also circumvented employment tax obligations, amounting to over $8.9 million.
