Avell’s church, “Dad’s Place,” which also operates as a video arcade, violated specific zoning rules prohibiting residential use on the first floor in a business district. The Bryan Fire Chief’s inspection revealed numerous safety violations, including improper installation of laundry facilities and inadequate fire safety measures.
While Avell’s actions are seen as compassionate, city officials emphasize the importance of adhering to safety regulations. The Bryan Police Chief clarified that charges were filed only after giving Avell sufficient time to address these concerns. Critics argue that Avell’s neglect of safety protocols puts the homeless at risk, overshadowing his humanitarian intentions.
