Police are looking into the deaths of two women who were found dead at a Texas port just a few weeks apart.

A woman was found dead on a boat in a League City marina on June 17. This was close to where a mother of four was found hanging off of a dock in May, a League City spokeswoman told PEOPLE.

About a half hour from Houston, at 12:45 p.m. on June 17, cops were called to the Wharf Marina at Clear Lake to find a woman who wasn’t breathing on a boat.

People spoke to Officer Jose Ortega, Public Information Officer for the League City Police Department. “At this time, there are no signs of foul play in this woman’s death.” “The person who reported the death says it looks like it may have been caused by drugs, but that won’t be confirmed until detectives get the medical examiner’s report and the toxicology report.”

Giselle Salazar-Tapia, 30, from League City, was found dead at the same port on May 31. Police say they think there was foul play in her death.

At 1:48 p.m. that day, people called 911 to report seeing a lady hanging off a marina dock in the 700 block of Davis Rd., the League City Police Department said in a statement on May 31.

Police say that people who called said the woman hanging from the dock by a rope looked like she was dead.

KHOU says that Salazar-Tapia’s neighbor Christian Allen found her half-submerged in water.

The person who spoke to KHOU said, “At first, I thought it was a mannequin. Then we realized… we recognized her.”

Officers and members of the League City Fire Department got to the scene quickly and confirmed that the woman was dead.

At first, it looked like she had killed herself.

Because Allen said he found Salazar-Tapia with her arm twisted strangely, “I didn’t buy the whole suicide thing,” Allen told KHOU.

Because of all the attention on the case on June 12, the LCPD gave an update on it. They said, “Detectives and officers work every death investigation as a homicide until it can be confirmed that it was not.”

As soon as investigators saw that one of the victim’s arms was standing up without anything supporting it, they became suspicious, according to the cops.

Police said in the statement that they think the woman died somewhere else with her arm raised.

The cops said in the statement that the arm then became stiff, which is called rigor mortis. “They think the victim was then put in a position to hang off the dock.”

The Medical Examiner’s office has not yet told the detectives what caused the death. Two people are being looked into by detectives, but no charges have been brought yet.

The statement says that detectives from the League City Police Department have been looking over about 2,000 security video clips that are anywhere from a few seconds to several minutes long.

An officer told PEOPLE, “The Galveston County District Attorney’s Office wants to wait for her toxicology report before filing any charges.”

Nathan Paz, Salazar-Tapia’s brother, has set up a GoFundMe to help pay for her funeral and take care of her four kids.

“Giselle was the most charismatic person you could ever meet, sharing a smile and making a friend of everyone she came across,” Paz said on the GoFundMe page. “Giselle always looked for the best in people, even when they didn’t deserve her kindness.”
