In a recent crackdown on contraband within correctional facilities, a 27-year-old woman from Greeley, Colorado, Monica Moreno, has been apprehended for her alleged involvement in a drug trafficking operation within the state’s prison system. Moreno was arrested on Thursday under serious accusations of mailing letters soaked in narcotics to an inmate at the Weld County Jail.
This arrest marks a significant development in Colorado’s ongoing battle against illicit drug trafficking within its correctional institutions. Moreno now faces the consequences of her actions in the same facility where the intended recipient of her drug-laden correspondence is housed.
She has been charged with two felony drug offenses, highlighting the severity of the situation. The unnamed male inmate at the center of this incident has also faced repercussions. Already scheduled for a transfer to the Colorado Department of Corrections, he was allegedly planning to sell the narcotics-infused papers to other inmates.
His involvement has led to two additional charges being added to his record, one a felony and the other a misdemeanor. This case is not an isolated incident but rather part of a disturbing trend observed across Colorado.

Captain Matt Turner of the Weld County Sheriff’s Office (WCSO) noted in a social media post that jail staff statewide have encountered inmates consuming paper soaked in drugs to achieve a high. Recognizing the gravity of this issue, the WCSO has been proactively working to intercept such contraband.
The problem of drug trafficking via mail in Colorado’s jails was further highlighted by a similar case in Larimer County last year. Twelve individuals were arrested in an operation that uncovered a network of nine male inmates and three women.
These individuals were involved in the distribution of fentanyl, methamphetamine, and Suboxone strips within the jail, all of which were smuggled in through mailed materials, as reported by the Larimer County Sheriff’s Office.
These incidents underscore the challenges faced by law enforcement and correctional facilities in curbing the flow of illegal substances into jails. The innovative methods used by those involved in these operations, such as soaking paper in narcotics, demand equally innovative countermeasures by authorities.
