Parra, a 30-year-old Venezuelan migrant, has been identified as the orchestrator of this widespread theft operation.
Despite a previous arrest for grand larceny, Parra was released, allowing him to continue his criminal activities. His method involves dispatching orders via social media platforms like WhatsApp, directing his crew to target specific types of phones. These stolen devices are then hacked to access financial and banking apps, resulting in further fraudulent activities.
