The Eastern Gwinnett City of Mulberry Act Will Be Submitted on Monday!

Clint Dixon, R-Buford, have unveiled legislation to create a new city in Gwinnett County, named Mulberry. This initiative marks a significant development in the region’s urban landscape and responds to the community’s demand for more localized control over planning and zoning.

The proposal to establish Mulberry, poised to be Gwinnett’s second-largest city, stems from a response to a contentious development project near Seckinger High School. The initial 700-unit apartment complex proposal was withdrawn, although a revised plan is anticipated.

Efstration’s decision to file the cityhood bill follows extensive community engagement, including town halls and meetings. The bill, which advocates for local control in addressing growth and traffic congestion issues, is expected to be filed in the Georgia House of Representatives on Monday.

A crucial aspect of Mulberry’s conception is its financial feasibility. A study conducted by KB Advisory Group Inc. indicates that Mulberry, with an estimated population of 41,000 residents and a median household income of nearly $121,200, would be financially sustainable without implementing a city property tax.

Instead, the city’s revenue would be generated through various fees, including title ad valorem taxes and cable TV franchise fees, among others. The proposed city’s governance structure includes a five-member city council, with members serving a maximum of two consecutive terms. The council will also appoint a mayor from among its members. The city’s motto, “Non-Sibi Sed Aliis”, reflects its community-focused ethos.
